Job Description

Job Summary

The HSE Officer will be responsible for ensuring full compliance with safety regulations, environmental standards, and operational risk controls within the LPG plant and distribution operations. The role ensures adherence to regulatory requirements including those of the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA).

Key Responsibilities

Regulatory Compliance & Documentation

  • Ensure compliance with NMDPRA safety standards and LPG operational guidelines.
  • Maintain updated HSE documentation, permits, and certifications.
  • Liaise with regulatory bodies during inspections and audits.
  • Prepare and submit required compliance reports.

Plant & Operational Safety

  • Conduct routine safety inspections of LPG storage tanks, cylinders, pumps, and dispensing units.
  • Ensure proper cylinder handling, storage, and transportation procedures.
  • Monitor fire safety systems (extinguishers, hydrants, alarms).
  • Ensure proper PPE usage by all staff and visitors.

Risk Management

  • Conduct hazard identification and risk assessments (HIRA).
  • Develop and implement emergency response plans.
  • Investigate incidents, near misses, and accidents.
  • Implement corrective and preventive actions.

Training & Awareness

  • Conduct periodic safety training and drills.
  • Organize fire drills and evacuation simulations.
  • Ensure all staff are trained on LPG handling procedures.

Environmental Management

  • Monitor environmental impact and waste disposal.
  • Ensure safe handling of leaks and emissions.
  • Maintain spill control procedures.

Qualifications & Requirements

  • Bachelor’s degree in Environmental Science, Engineering, or related field.
  • Minimum 2–3 years HSE experience (Oil & Gas or LPG preferred).
  • NEBOSH or IOSH certification is an advantage.
  • Strong knowledge of Nigerian LPG safety regulations.
  • Good reporting and documentation skills.
  • Ability to enforce discipline and safety compliance.
