Job Description
Under the supervision of the Program Manager, the Medical Supervisor is responsible for ensuring high-quality implementation of MdM-supported services within Ministry of Health (MoH) primary health facilities. The position plays a central coordination role, working closely with SRH/GBV, MHPSS and Nutrition Officers to ensure full integration of services and a holistic approach to health system strengthening.
He/She will collaborate daily with MoH authorities, MdM’s technical teams, community structures, UN/INGO partners, and other stakeholders to improve service delivery, strengthen systems, and uphold national protocols.
ACTIVITIES DESCRIPTION:
- Program Implementation
- Ensure effective implementation of the health program in MoH facilities in line with project objectives and donor requirements.
- Ensure full compliance with grant guidelines, program standards, and MdM internal procedures.
- In collaboration with the Program Manager, develop detailed workplans and activity schedules; ensure timely execution and escalate any delays to the Program Manager.
- Ensure strict adherence to budget lines and efficient use of resources for all activities.
- Collaborate with MoH leadership to strengthen the health system, focusing on capacity building, sustainability, and quality improvement.
- Lead and supervise the integration of SRH, GBV, MHPSS and Nutrition services into the PHC service package in close coordination with the respective technical officers.
- Provide technical and operational support to MoH clinic staff and MdM officers across all thematic areas.
- Develop facility-level quality improvement strategies with MdM officers to enhance patient care and service delivery.
- Conduct and document bimonthly action-plan follow-up visits together with the MDM officers and facility managers.
- Ensure full compliance with national medical protocols, guidelines and quality standards.
- MoH Facility Support
- Oversee and ensure effective implementation of all support to MoH facilities—including rehabilitation, equipment, assets, supplies and pharmaceuticals—according to grant provisions.
- Strengthen the quality of service delivery through targeted capacity building for all clinical and thematic departments (PHC, SRH, GBV, MHPSS, Nutrition).
- Develop comprehensive capacity-building plans (trainings, mentorship, on-the-job support) jointly with facility managers.
- Ensure all training modules, TORs and tools are reviewed by MdM’s technical team and aligned with national guidelines and standards.
- Ensure all training-related expenses comply with allocated budget lines.
- Promote strong accountability mechanisms by:
- Facilitating constructive engagement between facilities and community leaders, WDCs, CHIPs, and other community structures.
- Supporting MEAL, WDCs and facility managers to establish and maintain an accessible feedback and response mechanism.
- Coordinate effectively with UN agencies, INGOs, government bodies, and other actors working within the facility catchment areas.
- Supervision
- Conduct monthly joint supervision visits with MdM technical teams and facility managers.
- Organize regular supervision with MoH and relevant government representatives.
- Develop, monitor, and update action plans based on supervision findings; produce monthly reports summarizing progress and challenges.
- Identify operational bottlenecks and provide solution-oriented recommendations to the Program Manager.
- Data Collection and Analysis
- Ensure full implementation of MdM and MoH data collection tools and protocols, in collaboration with the MEAL Department.
- Guarantee the accuracy, timeliness and reliability of all health and pharmaceutical data submitted by the supported MoH facilities.
- Monitor drug consumption trends; immediately alert the Program Manager and MoH authorities regarding irregular consumption, stockouts, or potential misuse.
- Use supervision, monitoring and data tools to identify gaps in service delivery and propose corrective measures.
- Reporting and Documentation
- Prepare and submit weekly activity reports to the Program Manager.
- Compile epidemiological and programmatic inputs for monthly medical and facility reports.
- Support MoH facility staff in the preparation and submission of monthly drug consumption reports.
- Actively participate in internal MdM meetings (medical, coordination, security, etc.).
- Assist Program Manager and MEAL teams in ensuring complete and accurate monthly data reporting on Monitool.
- OTHERS
- Be flexible in performing his duties
- Proactively participate in team meetings as requested by the Program Manager
- Participate in relevant trainings organised by MdM and partners.
- Carry out any other task assigned by the Program Manager
- Medical Doctor, Nurse, Midwife, Public Health Professional, or related qualification.
- Certification program management cycle is of added value.
- At least 3 years relevant professional experience in a similar position in humanitarian sector or supervision of health facilities.
- Proven experience working with MoH structures and in health system strengthening.
- Experience with program cycle management, budgeting, and donor compliance.
- Experience in emergency response, outbreak management, and integrated health programming.
- Strong ability to analyze epidemiological contexts and recommend relevant interventions.
- Experience managing multidisciplinary teams
- Excellent coordination skills, especially across SRH/GBV, MHPSS and Nutrition sectors.
- Strong communication and report-writing abilities.
- Good knowledge of Microsoft Word and Excel.
- Strong leadership, mentoring and supervision skills.
- Ability to work under pressure, manage priorities and make rapid, informed decisions.
- Culturally sensitive, respectful, and adaptable.
- Flexibility and readiness for irregular working hours during emergency response.
- Fluency in English required.
- Knowledge of local language is an added value.
